Joe is a co-Founder of OCT Emissions Solutions Pty Ltd (OCTES), a consultancy and venture development firm specialising in circular economy and energy transition solutions.
With a focus on offshore wind industry activation, circularity solutions and industrial demonstration project delivery. As a senior executive experienced in leading complex energy and related facilities projects.
Joe has worked in innovative service companies providing engineering design and construction solutions as well as operations and maintenance services onshore and offshore. Relationship oriented with extensive commercial and business development experience including M&A. He has lived and worked across Australia and SE Asia.
Recently led a number of offshore wind Feasibility License Applications across Australian declared offshore energy infrastructure zones.
Joe holds a Bachelors (Hons) and Masters Degree in Engineering and is a Graduate of the Australian Institute of Company Directors, GAICD

Suren Thurairajah
Suren is a co-Founder of OCT Emissions Solutions Pty Ltd (OCTES), a consultancy and venture development firm specialising in circular economy and energy transition solutions.
He has a focus on supporting ventures in offshore wind, hydrogen and innovative solar technologies, from solution development to project delivery management. With a long career in Engineering and Project Delivery has practical and successful international experience in the energy, mining and infrastructure industries. He has held executive management, commercial and technical roles in large global organisations in Australia and in the United States.
He has recently held program (PMO) and commercial management roles on major multi-billion-dollar global energy development projects. His current focus is in bringing innovative solutions to accelerate the green energy transition in Australia. Has lived and worked in the USA, UK, Canada, Brunei and Australia.
Suren recently led an offshore wind Feasibility License Application in the Australian declared offshore energy infrastructure zone and has supported various proponents with technical and commercial advisory services.
Suren holds a Bachelors and Masters of Engineering (Hons) in Structural Engineering and a MBA.

Marni Oaten
Marni is a co-Founder of OCT Emissions Solutions Pty Ltd (OCTES), a consultancy and venture development firm specialising in circular economy and energy transition solutions.
With a global focus on ocean energy (wind/wave/tidal) and ocean-based climate technology commercialisation and project delivery, she manages a portfolio of advisory work. Her early career focused on leading large-scale offshore energy project delivery teams at Worley, where she cultivated a deep respect for ocean systems, strategy, and engineering.
Marni pivoted to ocean nature-based solutions having departed Deloitte in early 2025. Her efforts reflect a commitment to innovative, sustainable solutions at the intersection of industry and environmental stewardship.
Recently led an offshore wind Feasibility License Application for Australian declared offshore energy infrastructure zone. She has been a regular moderator and panelist at Australian Offshore Wind and renewable energy conferences.
Marni holds a Bachelor’s degree in Electrical Engineering and a MBA. Additionally, she has completed prestigious courses and fellowships in Leadership, Ethical Leadership and Corporate Social Responsibility at Harvard Kennedy Business School, and through the Eisenhower and Vincent Fairfax Fellowships programs.
